Housekeepers, nannies, and caregivers have long been excluded from federal labor laws. They aren’t entitled to overtime pay or a minimum wage. They can’t get workers compensation if they’re injured on the job, or unemployment benefits if they’re fired. Heck, it’s essentially legal for employers to sexually harass them in most states. After workers urged Congress to change their second-class status, Sen. Kamala Harris (D-CA) and Rep.
